Why is my pani puri not crispy?

Simple answer: The poori of pani poori is made with a very dry dough. When fried, all the water in the tiny amount of dough evaporates completely and is replaced by a little of oil. This causes both surfaces of the swollen poori become crisp and not collapse.
Keeping this in view, why do Puris become hard?
Puris (or even chapatis) fluff because when they cook, the water inside forms vapour and unable to escape, the vapour blows or fluffs the puri (or chapati). Insufficient water causes flat, flaky and hard puris. The dough should be kneaded well with oil and just sufficient amount of water.

- 1 cup Fine Sooji.
- 2 tbsp Maida.
- 1/2 tsp Salt.
- Warm water to knead the dough.
- Oil for frying.
- Mix sooji, maida and salt in a bowl.
- Add warm water and knead to make dough of medium soft texture.
- Cover the dough with a damp cloth and keep aside for 15 minutes.

- Crack the top of the puri with a spoon.
- Add 2 to 3 teaspoons of the boiled potato-onion filling in the poori.
- Stir the green pani first and then add it in the poori.
- Serve the pani puri immediately.
