Because Hideo Kojima the series creator killed off his main villain Liquid Snake in the original 1998 game. Kojima initially didn't plan on writing a sequel. So in writing MGS2 he decided to write Liquid back in but in some other form which is why Ocelot is controlled and possessed by Liquids ghost in MGS2.
