Considering this, can I play elite dangerous with a keyboard and mouse?
Yup, just remap the Mouse X axis to Yaw (instead of Roll) and it's quite viable.
Subsequently, question is, can you use keyboard and mouse on elite dangerous PS4? While I haven't personally tried on my PS4, the Reddit advice is "no, you can't." Even if you have a mouse/keyboard setup for your PS4, it only functions for interacting with text input screens - not game controls.

Players which are used to always playing on the keyboard and mouse will have the least problem with it. Keyboard and mouse will, of course, do absolutely fine but they're rather tough, especially in the context of controlling the machine put in the zero gravity.
