I do some testing when trying Windows 7 32 and 64 bit and if got 4GB RAM or less, 32 bit would perform better (of course with 32 bit programs too). 32 bit OS would perform better with 3GB of RAM (or 4GB) than a 64 bit OS. If it is Windows 10, 3GB Ram will make your machine sluggish with 64-bit.
