It depends on a number of factors, including the quality of the video, the quality of the upscaling, and the perception of the individual, but in general no, 1080p videos do not look bad on 4K TVs and can actually look quite good.

So in a 40′ TV 1080p videos will be almost same as 4K video. It also depends on distance . So in monitors it will be noticeable in small screen size as you are viewing it closely.

1080p will indeed look blurrier on a 4K display than on a 1080p display. It might be fine though, depending on how far away from the TV you're sitting.

While traditionally 1080p might have a minor difference in quality on a 4K display the display still has to upscale the 1080p content to fit your display as a 4K TV has four times as many pixels as a 1080p display. Plus the 4K screen is smaller and the picture should be sharper.
